I looked up the whole article (well, a repost it seems) and it was great. I especially liked the text surrounding your quote:

This is a classic example of someone who has INTERPERSONAL interaction theory juxtaposed on DIPLOMATIC theory.

In person, i’m all love and peace. Person-to-person interactions can absolutely be influenced by an open, loving heart.

Country-to-country interactions? Not so much.
