There was a similar type deal in NYC for a long time that buildings in Midtown wouldn’t encroach on the ESB’s “space” in the skyline, but that’s gone out the window in the past decade as a bunch of 1,000 foot towers have been built in and around Times Square, the City has rezoned parts of Midtown to encourage new development and taller buildings, and land values are expensive enough to make building these new towers desirable.

That and you’ve got a whole lot of rich people overseas having no where else to park their money, so they’re putting it into desirable locations in NYC.
