Well, merely drawing cartoons of Muhammad will never be “not free speech”, whether done with an evil agenda or not. [Excluding the “ticking bomb” scenarios, which are purely theoretical.]
I would actually ban explicitly racist cartoons in Europe. The US has its own free speech tradition, so I wouldn’t in the US.
When it comes to fundamentalist Islam, the last thing I have trouble with is a ban on portraying The Prophet. For that, I have an awful lot of trouble with their misogyny and homophobia.
