I honestly think a certain objectionable personality type gets drawn to the power and departments do not screen for it.

If they did screen for it, the new hires would turn in the existing police for excessive force and other crimes. It’s hard to motivate someone into hiring a person who’s likely to turn them over to prosecutors. You have to clean house and start over.
