It is. No excuse for what he said at all. The only people to blame for rape are rapists. We don’t engage in shaming robbery or burglary victims the way we do rape victims.

He actually said that as clarification. To say that a given action is risky is not to say that the person undertaking said action deserves to have the peril the risk entails befall them.
