Would any of it sound like reconnaissance if he weren’t Turkish?: Wildly careering over corn fields and pastures with no permission, landing on a highway of all places, and then hanging out in a convenience store before willingly going along with police?

No. He could easily be a Brit like Richard Reid. Nationality is just one factor in maintaining vigilance. Behavior is equally important. And reconnaissance would be a totally expected precursor behavior to look out for.
All I see in the comments here is a natural prudence that I’d hope we’d all have after what those so called bastards did to us on 9-11.
