It was an allegation that was sufficient to get the NRA to enter into an NDA and to pay a settlement. That’s not an admission of guilt on the part of Cain, but it suggests that the NRA wasn’t willing to let this drag out and potentially result in a finding against Cain and the NRA in court (where it would be a finding of guilty on the sexual harassment charges). They chose the least costly option.

From the sound of things, it was probably the best move that NRA made - to get these settlements and the NDAs. Otherwise, it would have gotten costly for the NRA and Cain.
