I think AQ took a few years before they claimed responsibility for 9/11. In retrospect, that failure to take responsibility added another degree of damage to the US in the form of the belief that the US or Israel was behind the attacks.

A month for the formal claim: October 10, 2001. Bin Laden claimed he was not directly responsible several times during the month preceding the attack, not least because our intel was saying he was and our media was reporting it as such.
