It’s a quasi-privatization, and it is to a good degree political. But its much less about threat removal than about a school of thought (forgive the phrase, its the best fit possible, despite the subject matter) on how to reform higher education. In ultra-short form, the idea is that by removing government direct funding universities can be induced to get rid of wasteful programs and overhead and focus on providing useful education. The definition of ‘useful’ of course depends on who’s doing the defining.
But Wisconsin GOP has no problem expanding the school voucher program to the tune of $800 million. (I posted links to that twice in previous threads this week.)
