Easily.

My legal guns (meaning all of them) are already registered de facto in that their serial numbers are in a database, recorded at time of purchase, so, in case I misuse one for unlawful purposes, and the gun is found at the scene of the crime or otherwise discovered, its ownership can be traced back to me. This in turn requires me, if I have any sense, to sell any firearm legally, i.e. in Maryland, by taking the owner to any State Police office and registering the sale and transfer from me to the new owner, with serial number. It also strongly encourages me to report the loss or theft of any firearm to the police, in order to avoid being tied to a crime commited with that weapon.

But, the police cannot look up my name and social security number because I ran a red light and failed to timely pay the fine and ascertain that I own such-and-such in the way of firearms. That is what full gun registration entails.
