Minor unsolicited critique re your banner graphic - can you do something to the medical box icon to make it look less neutral and benign, so it better represents what the bill does? Even if you were to put one of those circle-with-red-slash symbols over it, to serve as a visual symbol of taking care away (though if you did that, you might need a different icon to represent medical care, one with simpler lines and a cleaner silhouette so you can still visually read what it is, even with the circle/slash symbol on top…)
