It means the that 11th Circuit Court of Appeals struck down the part of Obama’s health care package that requires individuals to buy health insurance or pay a tax penalty. They upheld the rest, but struck down the individual mandate as an overextension of Congress’s powers under the Commerce Clause.

What ramifications does that entail? It would seem to me that it would blow the whole plan budget.
