It’s why I think local media/national media should FOIA all policies and procedures manuals kept by the FPD and STL county PD.

Then you’d begin to get a sequence:

What were the policies/procedures?
What were the actions/steps taken by the agencies?
Did these agencies follow the policies/procedures?
Why didn’t the agencies follow these policies/procedures?

You’d begin to unravel just who did what and when - and I would go out on a limb to say none of it would be flattering to the agencies.
