“Retarded” is indeed a slur, because it refers to a condition over which the person in question has no control. Applying it to a run-of-the-mill stupid person is…retarded.

How about the good old Catholic category of “ignorantia invincibilis” = invincible ignorant?

It’s not catchy, I know.

Let me work on it a bit.

Something along the lines of “bulletproof stupid”?
