Sorry. That’s big brother. Lots of people smoke cigars and pipes in moderation. Couldn’t we focus instead on not subsidizing the health care of certain conditions if the patient is a smoker?

This is already being done. However, it is phrased as a discount for non-smokers rather than a tax for smokers, cuz you know, taxes are bad.
