The public hears about these shootings without having to rely on the police reporting them.

The attitude has changed, though. Cops did not look and act like post apocalyptic dystopian nightmare shock troops in the 1970’s. The “Warrior Ethos” and “We are the sheepdogs” bullshit is all within the last 15 years. The SWAT proliferation began in the mid 80’s. Then, of course, you also had the infamous “Broken Windows” essay that produced the insane over-policing of minority communities.

I agree that LE attitudes towards minorities have been fairly consistent over the last 100 years, but the military weapons, para military training and increasing aggression have been relatively recent.
