“Agent” would imply at least coerced cooperation.

They could also be “useful idiots” (they want to conserve and grasp more power, someone hands them some political information they think is worthwhile, they’re not really working for Russia, just themselves—I imagine if Canada gave them the same information they’d use it the same way).
