That was completely unnecessary, and altogether untrue:

True. But they did have public torture sessions in which they literally skinned people alive, leaving them to agonize death ensued.
As for being unnecessary, I’m just responding to Cato’s suggestion of inflicting life-long mental and physical torture at the taxpayer’s expense. This way, they could sell tickets and even turn a profit.
