It’s possible that what Cruz is trying to say is that faith should inform citizens when they cast their votes, but that the Constitution nevertheless does not permit a religious test for office.
From that perspective its OK if voters refuse to vote for a candidate based on that candidate’s religion, but that same person cannot be excluded from running for that office.
There’s some problems in the way Cruz is likely to handle such a view, but it would represent one way to square his statements.
I still don’t support his campaign, to be clear.
