Israel is really about the size of one large US city. It’s so much easier to do things in one city. Even the school-boards in US cities always have an eye out for national trends.

Also, Israeli government, at every level, is a place for serious arguing. Israelis are very aware that every decision that is made will have an impact on its survival—which is why so many good ideas get through to real life.
