Yes, he would be rusty, but anyone signing him would be looking at him as a 3rd QB and to run an occasional wildcat play, NOT as the 16 game starting fulltime QB
I doubt that he would have had the time in prison to exercise to the level at which he needed to stay professionally fit. But, I agree, the best he can hope for is 3rd string somewhere. I’m sure he’ll be flexible on the price.
