The aide is full of crap, it was a bow. Might have been unconscious, out of nervousness, or on purpose, but a sure enough bow. It was in fact a crappy bow, and as has been pointed out, sadly SOP for recent Presidents.
It’s a non issue, but does keep attention off more important issues.
