He wanted teachers to be prohibited from leading the class in that pledge, in public schools.

He didn’t want children to be prevented from saying it.

What is the difference between not wanting teachers leading the class of children in the pledge, and the not wanting the childre to be prevented from saying it. Would the children recite the pledge on their own in school, if that was still the wish of the school district?
