What, did the driver think he was in Hazzard County or something, running around in a ‘69 Dodge Charger?

Not to defend the driver, but it seems that flatbed doesn’t have yellow warning lights on (or even equipped, they may be hidden behind the cab), and just stopped in the hammer lane with absolutely no warning for drivers. In New York you have to slow down and/or move over for vehicles with yellow emergency lights.
