But the intersection where I nearly hit the guy is a blind corner for the motorists, where the trail passes through a forested area and we can’t see the cyclists approaching. He could see me well before I could see him.

Definitely a traffic engineering problem. Cyclist should not be routed there, unless properly accommodated. Signs are not accommodation.
