i know everyone worries about putin using nukes, but I have absolute certainty that Russia has at least informal ways of keeping a mad emperor from nuking the world. After all, there can be no question in any general’s mind that a “limited” use of nuclear weapons anywhere in Europe is going to result in a “limited” use of nuclear weapons on Russian cities.

As far as we know the only country in the world where on the ground personnel refused to use nukes even when ordered was the USSR. At least twice
