What I was trying to say is that the poor often can’t even keep up the basics of having transportation in an area without any public transportation. So a car is an absolute necessity, many of them not even able to pass inspection and requiring work to do so. Cars can be expensive to repair and maintain. And when people can’t keep up the basics, they pay far more than someone who can afford to just “pay online”.

You can lose a job, have no way to get food or other necessities, or get to a doctor, among other activities, if you don’t have a car here in the boonies.

DL, plus inspection, plus licence tag, plus insurance. It’s not enough to have a driver’s license.
