When the application was approved versus when the warnings were received is a difficult concept, especially when one wants to be deliberately obtuse.

There are mixed reports on when the children arrived in the US, but everything does seem to agree that they had immigrated by 2003 at the latest, granted derivative asylum status after their parents were granted asylum status after coming to the US on a tourist visa in 2001.

The Russian warnings were apparently from 2011, per my 30 second Google search.

For those who are curious about the dates involved, and why the asylum checks might not have caught the Russian warnings. Since, you know, they came at best 8 years late.
