It shouldn’t be. But if you want to reduce rape, then teaching young women to avoid dangerous situations is a needed part of doing that. It’s not fair, but its The Way It Is. Some men can get drunk and take advantage of vulnerable females, while a very small minority of men are simply predatory and will use venues such as drunken parties to find vulnerable women to victimize.
Teaching young men not to rape is an incomplete solution because a small number of them won’t take the lesson. Thus there need to be other methods deployed to protect women from that small number of men,
What you do is teach men to respect women and I’m sad to say but doesn’t seem to be something your party values.
