These are all things that Congress could impeach him on right now. The point of the Mueller investigation is to present so much damning and incontrovertible evidence of wrongdoing that they have to act or appear even more complicit.

Which is why they are doing all they can to discredit Mueller, the FBI and law enforcement in general if needed.
