Yes, I realize that in the 1860s, Texas was huge, remote, thinly settled and poorly developed (and part of the Confederacy). But even back then, I think “word got around” - especially among black folks - faster and wider than a lot of slaveholders would have liked.
Juneteenth is still a good cause for celebration, though….

But until heavily armed union troops showed up to enforce it, a proclamation from DC didn’t carry a lot of weight. You know what Texans are like.
