The process to get a gun of the second type should be more stringent. Also, it should have more thorough examinations for both, including a more rigorous background check for crimes and mental disorders, and interviews with people around them to vouch for them not being bugshit nuts, or being as evil as Shaitan himself.

Not that I necessarily disagree, but the way the conversation has been going in this direction makes me a little leery.

For example: Do you want a local sheriff, like say Arapiao in AZ, to have the power to decide who is “trustworthy” enough to have a gun of a certain type?

Mandate the same things for everyone, like gun safety certification and limited magazine size. But leave the subjective judgements out of it, unless we are talking about genuine mental health issues as certified by a mental health professional.
