Yup, we would get the same thing in the Navy: You have to spend the money allotted to you by the end of the fiscal year, or it would look bad and they would reduce our budget.

In the times I was in positions of supply petty officer or shop supervisor in shops I was in, I would not do it and get a lot of heat from folk up the chain-of-command.

If we needed something? Sure, I would put in the required supply chits. Just to spend money to keep our allocations the same? Nope.
