Honestly why the hell are people calling 911 at all for non emergencies and why are the cops humoring that fuckery in the first place. Iā€™ve literally only called 911 a couple of times that I can recall, once here when my Dad fell and suffered an interochanteric hip fracture and once in Seattle when I witnessed an aggravated domestic assault in the parking lot below my apartmentā€™s kitchen window. 911 doesnā€™t exist for people to voice their vague suspicions, itā€™s there for real shit.

Iā€™m way late on this, and I donā€™t know if itā€™s the same everywhere, but it used to be you could call the police in your precinct and they would at a minimum know where you were and how to get there. For the last 35 years, at least in Seattle/King County, the cops have had an unlisted number, and the only way to communicate with them is 911.

Youā€™re talking to a dispatcher somewhere to hell and gone in the South End, you canā€™t explain to them where youā€™re located, and if youā€™re not reporting a murder, theyā€™ll either laugh in your face or threaten you with what the penalty is for making a frivolous 911 call. Or both.
