The question remains, and may very well remain after this all passes, who was it who made the decision for him not to file a report. Because this all seems too tidy for it to be something he decided on the spur of the moment.

Might be a default ‘cultural’ fallback for police tribes in a us/them environment. Would be boosted by a whiff of personal paranoia.
