There are two plausible reasons for the pause in the shots fired

1) 1st volley heard is the cop shooting as Brown is fleeing. Cop pauses when Brown stops and turns. 2nd volley starts when Brown starts coming back towards the cop making it possibly a justifiable shooting

2) 1st volley heard is the cop shooting as Brown is fleeing. Cop pauses when Brown stops and turns. 2nd volley as Brown is either standing or kneeling,,, hands up, making the cop a cold blooded killer

I think these are both plausible.
