Yes, but the opposition in a parliamentary system has a shadow cabinet ready to go; the incoming US President doesn’t. There’s a need for a transition period, but not this long anymore. The US Constitution is just too hard to amend.

Yeah, good point about a shadow cabinet. Maybe two weeks should be sufficient in the case of the US.
