Sure. With Nazis, you could tell if they were going to take you away or leave you alone. Stalin would randomly have people taken away. It put fear in everyone that if they were caught, when they seemed perfect citizens, Stalin must have a very powerful secret police. (I think this was Beria’s idea, and he was in charge of the KGB.)
