Well there is a well-defined legal doctrine, going back millennia, which states that silence implies consent, and that is what we’re talking about here, among other things, in discussing the subject of Vatican complicity in crimes of child abuse. By sweeping things under the carpet and silencing the victims, they made themselves complicit in the crimes.

A Google search for “silence enforces compliance” turns up exactly zero results.
