It might. The court did not concern itself with the budget aspect, only with whether the various parts of the law could be squared with the Constitution. If this decision is upheld by the Supreme Court (and I hope it), then Congress would need to modify the scheme to take the ruling into account if they wanted to keep the insurance examples.

I know the court was only concerned (rightly so) with Constitutional Issues. I don’t think it is feasable without broad financial support. I don’t know how they’d get the funds without mandating coverage —unless they initiate another TAX—which is of course what they were probably trying to avoid —mandated coverage or tax penalty IMHO is a euphemism for TAX.
