Wasn’t that the essence of the widely criticized Trump policy? That the federal government provide the vaccine to states and then it’s up to the states to handle it from there?

I believe so: I think the Biden Admin basically inherited that system after it was already established,, and have had to go with it in the interest of swift mass vaccination, rather than spend(waste) time crafting a new distribution/inoculation system.

orchestrated that attack.
