I’m not sure I understand the reasoning behind this. The President is free to sign whatever he likes - but his signature isn’t sufficient to bind the US to any agreement. Such an action requires Senate ratification, and everyone know this. His signature, by itself, would be little more than a goodwill gesture with no legal standing, and as such Constitutional issues don’t even arise as far as I can tell.
