5% at a guess. The ISI uses bribe monies like that as part of their slush funds to subsidize Radical Islamists. So if we pay Pakistan, we are paying the Taliban. The other choice is to pay Putin, who is an asshole but more predictable and significantly less hostile to us. I vote to pay Putin, especially since more the money we pay Russia to haul freight actually goes to where it does good. It’s also paying for the extension of the railroad in Afghanistan, some thing that if run all the way to Kabul might really help the country’s north and make a Taliban come-back less likely.
