I had it explained to me this way: If a police officer has to fire his gun, ever, something went horribly wrong. Shooting someone should not be the first resort or the first reaction, it should be the last. The officer may have done everything right, but in the end, if he has to pull the trigger, someone or something has failed to bring a peaceful end to the situation.

I’m almost sure they stopped teaching that at least a decade ago. That’s diametrically opposed to “officer’s life first” strategy that’s now dominant in police training.
