I’ve more or less understood Sanders to be a fairly reliable back bencher. As for Manchin, if you want a majority (which means control of committees and the subpoena power), you’re going to need him to hold his seat. Because there just aren’t a lot of good spots for the Democrats to pick up a majority next year otherwise. Seriously, these are the states Republicans have to defend: Nevada, Arizona, Utah, Wyoming, Nebraska, Texas, Tennessee, and Mississippi. Meanwhile, the other 23 seats up are held by Democrats and include places like Missouri, Wisconsin, Indiana, Ohio, Montana, and Pennsylvania.

In an ordinary political climate, the Republicans would be expecting to expand their majority.
