That quote was copied and pasted from an academic journal, it looks like, and it had some odd characters in the excerpt.

I’ve seen it show up in quotes of LGF comments, though, generally where there is an em-dash or apostrophe followed by a letter in the original post.

It converts to a kanji character when quoted.
