OK, what’s with the wiping attempt?

I believe it’s based on the rules. IIRC, the relevant ones specified that the official whose account it is is the one who makes the determination of what emails are work-related and which aren’t. Having turned over the emails that HRC determined were work-related, the remainder, keeping them on her own personal server, now that she’s a private citizen, might be tantamount to keeping piles of State Department paper documents.
