Yes, there is a difference. The store is private property ( at least the offices or back room, where the reporters snuck in), and the Senator’s office was public property and open to constituents.

They didn’t enter ‘as’ constituents. They represented themselves as telephone company employees who needed access to the main phone and then tried to gain access to the phone closet.
