But natural born citizen, according to Wong Kim Ark, is determined in accordance with the english common law definition of natural born subject, incorporated into the Constitution at the time of its framing. Congress can’t change the Constitution simply by passing a law defining terms. The Constitution did not give Congress the power to make natural born citizens; it only has the power to naturalize citizens.
