I didn’t see any point in the original story that said it was a Navy ship, unless there’s some terminology that is very subtle.

Just saying that it very well might have been in a civilian setting.

It it happened, it was civilian. Rickover was an asshole. But when it came to Naval nuclear power, he never, ever failed on his commitment for safe naval nuclear power.
